Southwest Public Schools Earns Superior Rating in Statewide Financial Accountability System
Houston, Texas — Southwest Public Schools is proud to announce that it has earned a Superior rating, the highest possible score, under the Charter Financial Integrity Rating System of Texas (FIRST). This achievement reflects the district’s strong fiscal management, transparency, and commitment to maximizing resources for students.
The Charter FIRST system, developed by the Texas Education Agency (TEA), evaluates the financial accountability of public charter schools across Texas. Ratings are based on multiple indicators such as budgetary management, financial solvency, debt practices, and cash-on-hand reserves. A Superior rating demonstrates that Southwest Public Schools not only meets but exceeds state standards for responsible financial stewardship.

The Charter Financial Integrity Rating System of Texas (FIRST) was established by the 77th Texas Legislature in 2001 to promote sound financial management among Texas public charter schools. Each year, districts are rated on a scale ranging from Superior to Substandard Achievement, based on a series of financial indicators. A Superior rating is the highest distinction, demonstrating excellent financial performance and accountability to taxpayers.
